A1. Part A: Taxi and Ride-hailing Passenger Service 甲部:的士及網約車載客服務知識

Taxis run under a taxi licence and may pick up passengers on the street or take orders through ride-hailing channels, while ride-hailing vehicles are permitted private cars that may accept only orders from licensed platforms. Each has its own rules on vehicle identification, seating capacity, fares, payment and receipts.

Taxi drivers must display a valid taxi driver identity plate inside the vehicle, while ride-hailing drivers must pass their licensed platform's identity checks. Points accumulated by a taxi driver within any 2-year period trigger an advice, a compulsory course and liability to disqualification at 8, 10 and 15 points, and a disqualification or the cancellation of a full driving licence can also affect a ride-hailing vehicle driving permit.

Operation safety covers vehicle checks before driving, attentive and lawful driving, and the handling of emergencies and passenger boarding and alighting. Candidates must also know the statutory rules on child restraining devices and mobile telecommunications devices, including how taxis and ride-hailing vehicles differ.

Taxi and ride-hailing drivers must look after their physical and mental fitness: no alcohol or medication before driving, early medical attention when unwell, rest at a suitable place when tired, healthy ways of relieving stress, and a correct driving posture.

Drivers should give every passenger a safe and comfortable ride, be polite, handle complaints calmly, and never be impolite or refuse service because of a passenger's nationality, race, gender, age or physical condition. They should patiently care for and assist passengers with special needs, such as persons with disabilities, individuals with mobility difficulties and pregnant women, so that they can travel safely and without barriers.

A taxi may carry only personal hand baggage, with charges depending on the baggage's size and where it is placed, and the terms for carrying animals or birds are at the driver's discretion. For ride-hailing vehicles, individual licensed platforms set the arrangements, which must be made known to or agreed with passengers before the journey begins.
