Carriage of Goods 運載貨物
A taxi must not carry goods other than personal hand baggage. Two types of item do not count as personal hand baggage: goods of a dangerous or offensive nature, and goods that are not securely wrapped. These are separate tests, so dangerous goods still do not qualify even if they are securely wrapped.
Whether taxi baggage is charged for depends mainly on where it is placed. As a general rule, a piece of light personal baggage in the passenger compartment is carried free if its length, width and height add up to no more than 140 cm. For baggage in the luggage compartment, the driver may charge a baggage surcharge per piece whatever its size, so the 140 cm measure does not apply there.
Wheelchairs, crutches and other mobility aids carried by a taxi passenger with disabilities always travel free. Their size and position make no difference, so the driver cannot charge even if the item is in the luggage compartment or measures more than 140 cm in total.
The taxi baggage rules do not simply carry over to ride-hailing vehicles: each licensed platform decides its own rules on personal hand baggage and whether a surcharge applies. If a surcharge is involved, the platform should tell passengers about the fee arrangements before the journey begins.
Carriage of Animals and Birds 運載動物雀鳥
For taxis, whether to carry an animal or bird, and on what terms, is at the sole discretion of the driver. A passenger cannot insist on being carried just because the animal is small or in a cage.
A person permitted to bring an animal or bird on board is responsible for, and must pay for, any damage it causes to the vehicle. The driver's permission does not move this responsibility to the driver.
For ride-hailing vehicles, each licensed platform decides whether passengers may bring animals or birds on board, and the arrangements must be agreed with passengers before the journey begins. Note the distinction: the driver decides for a taxi, while the licensed platform decides for a ride-hailing vehicle.
