Administrative Problems Before the Reform 改革前的行政問題
Before eMPF, trustees administered their schemes through separate platforms with differing standards. Administration across the MPF System was therefore fragmented, making consistent processing difficult.
Differences in business models and system infrastructure, together with extensive paper processing, hindered standardisation and economies of scale. Economies of scale arise when handling work on a larger scale reduces its average cost; separate processes and systems made this harder to achieve.
How the Shared Platform Improves Administration 一站式平台如何改善行政運作
The Government tasked MPFA with designing, building and operating eMPF to reshape MPF administration. The reform concerns how different schemes are administered together, extending beyond putting individual trustees’ paper forms online.
Standardisation introduces consistent administrative standards across schemes. Streamlining removes unnecessary processing steps. Automation allows systems to perform suitable tasks with less manual handling. Together, these changes improve the overall workflow.
A one-stop platform provides a common digital route for administering different schemes. Common administrative standards do not imply that every scheme must follow the same investment strategy.
Expected Benefits and the Limits of the Objectives 預期效益及目標的界線
For scheme members and employers, the aim is simpler and more convenient MPF management. Across the system, consistent, streamlined and automated processes support greater operational efficiency and lower MPF fund administration fees.
Distinguish the objective of reducing administration fees from other promises. That objective does not establish that all fund charges will disappear or that investment returns are guaranteed.
