Preservation 權益的保存

Preservation keeps MPF savings available for retirement: all accrued benefits arising from mandatory contributions and tax deductible voluntary contributions must generally remain preserved until age 65, subject to statutory early withdrawal grounds. Payment of other voluntary contributions depends on the scheme’s governing rules.

Purpose and Preservation Age 保存的目的及年齡規定

The MPF System helps members build savings for retirement. Preservation restricts when accrued benefits can be paid to members, keeping those savings available for their retirement.

Benefits arising from mandatory contributions and tax deductible voluntary contributions must generally be preserved until the member reaches age 65. Legislation permits early withdrawal in specified circumstances, so it is incorrect to say that withdrawal before 65 is impossible in every case. Scope: All Benefits and TVC 保存範圍:全部權益及可扣稅自願性供款

Preservation covers all accrued benefits arising from both employee and employer mandatory contributions, rather than just the amounts originally contributed. Investment gains arising from those contributions are also preserved, and employees cannot withdraw their own contributions merely because they paid them.

Although tax deductible voluntary contributions (TVC) are made voluntarily, the benefits arising from them remain subject to preservation. Identify the contribution type before deciding whether withdrawal is allowed; the word ‘voluntary’ does not settle the question. Other Voluntary Contributions: Scheme Rules Apply 其他自願性供款:按計劃規則支付

Ordinary voluntary contributions other than TVC are not subject to the same preservation requirement. Whether made by a member or on the member’s behalf, they may be paid to the member in accordance with the scheme’s governing rules. [MPFA: Voluntary Contributions](https://www.mpfa.org.hk/en/mpf-system/voluntary-contributions-or-tax-deductible-voluntary-contributions/voluntary-contributions)

This does not give members an unconditional right to withdraw ordinary voluntary contributions whenever they wish. Payment on leaving employment depends on the governing rules; where no statutory early withdrawal ground applies, leaving employment does not itself release mandatory contribution benefits or TVC benefits from preservation.
