Meaning of Service Policies 「服務政策」的意思
In this section, policies are the principles a company publishes about how it conducts business and serves customers. For example, an insurer may declare its commitment to professional standards and fair claims handling. This is distinct from an insurance policy, which is the contract document issued to the insured.
Purpose and Status of Written Declarations 書面宣言的作用及性質
Writing down corporate principles and business practices makes the company’s intended standards clear and gives it a reference for its actions. Its actual service and business practices can then be compared with its published commitments to assess performance.
These declarations do not themselves create contractual obligations, but they exert an important influence on how the company behaves. Their non-contractual status does not make them meaningless, and they should not be treated as the insurance contract.
Intended Readers and Typical Content 主要讀者及常見內容
These documents are usually intended for insurance intermediaries and policyholders. Companies may differ in their layout, wording and content; there is no assumption that every company uses an identical declaration.
Typical commitments concern the quality of service, maintaining high professional standards, and conducting business efficiently and ethically.
The documents also commonly promise fair and prompt claims handling and explain particular aspects of business conduct and practice. A commitment to handle claims fairly and promptly concerns the handling process; it does not promise payment of every claim.
Company Commitments and External Requirements 自訂承諾與外來要求
Published standards and business intentions may be commitments a company chooses for itself. Some may also be required by industry associations or legislation. It is therefore wrong to assume that everything is purely voluntary, or that every service promise is a statutory requirement.
For examination purposes, distinguish the declaration of business principles, their use in assessing performance, and any separate industry or statutory basis for a requirement. Publishing corporate principles and entering into an insurance contract are different concepts.
