Where You Must Not Stop 不准停車的地點
You must not stop, even to pick up or set down passengers or load or unload goods, in these places: on an expressway; in a 'No stopping' zone during the restriction time; on a 'Zebra' or 'Green man' crossing; on a yellow box marking or yellow striped 'Green man' crossing; in a tunnel area or control area; on parts of the roadway you may not normally enter, such as bus lanes, hard shoulders and cycleways; and at a bus stop, public light bus stand or taxi stand (except permitted users). You also must not stop in a zebra controlled area marked with zigzag lines, unless you are giving precedence to pedestrians or waiting to turn left or right.
Double yellow lines and/or all-day 'No stopping' signs mean no stopping at any time. A single solid yellow line with 'No stopping' signs means no stopping during the period shown. A zone may be marked by signs alone, with no yellow lines on the road. Signs with a yellow background mark the start and end of a zone, and signs with a white background are repeaters along the way. Some signs apply only to certain classes of vehicle, such as public light buses, goods vehicles or buses. Expressways have no such signs or yellow lines, because once you enter you must not stop under normal traffic conditions.
Coloured sign posts represent common restriction periods: red is 7am to midnight; yellow is 7am to 7pm; green is 8am to 10am and 5pm to 7pm; grey is for all other periods. The colour is for reference only, and the traffic sign sets the actual period.
The stopping ban does not apply in an emergency (for example, to avoid an accident), when your vehicle breaks down or stops to cope with traffic conditions, or when you are signalled to stop by a police officer, traffic warden, authorised personnel in a tunnel area or control area, a traffic sign or traffic light.
Picking Up, Setting Down and Passengers with Disabilities 上落客貨及殘疾乘客
Apart from no-stopping places, you may stop to pick up or set down passengers, or load or unload goods, if you can do so without causing obstruction or danger. Do not stop for longer than necessary to let passengers get on or off. Only loading or unloading goods justifies standing for longer, and it should be done as quickly as possible. Once it is finished, do not leave the vehicle unattended or standing.
You should not stop near a 'Green man' crossing, a pedestrian crossing place, traffic lights or a school crossing patrol; on a major dual carriageway; near or at a junction; near or on a roundabout; or anywhere you may cause danger to yourself, your passengers or other road users.
Provided no hazard or disruption is caused to other road users, the police will exercise discretion to allow drivers of taxis, private cars, private light buses and private buses to pick up or set down passengers with disabilities in restricted zones, except expressways and 24-hour no-stopping zones. Eligible persons are those with mobility problems (such as wheelchair users or users of walking aids) and visually impaired persons. The passenger can give the driver a certificate, issued by The Hong Kong Council of Social Service and completed with a record of the journey, which the driver can present if questioned by a police officer.
Where You Must Not Park or Should Not Stand 不可泊車及不應停留的地點
You must not park where your vehicle will cause obstruction or danger to other road users; on a road with street lighting (street lights not more than 200 metres apart) other than in a marked parking place; on, or partly on, a pavement, footpath, central reservation, verge, hard shoulder or traffic island; where you would block vehicular access to properties or car parks; or where you would obstruct access to a fire hydrant from the roadway.
On a road without street lighting or a private road, watch for signs and markings. You must not park where there are temporary 'No parking' signs or in a closed or suspended parking space. Where there is a 'No parking' sign, you must not park on that side of the roadway, or on the pavement or verge along that side, at any time or during the period on the 'Time plate'. Where there is a single broken yellow line near the edge of the road, that ban applies at any time.
Do not let your vehicle stand at or near school entrances/exits (not even to pick up or set down school children); at or near a bus stop, public light bus stand/stop or taxi stand; at or near a junction; near or on a bend or the brow of a hill; on a two-way road with 'Double white' lines; in a passing place; opposite a traffic island; alongside another stationary vehicle; on a flyover or in an underpass; in hospital, police, fire and ambulance station entrances/exits; on a slip road; or on a hard shoulder, marginal strip or emergency lay-by (except in an emergency).
If your vehicle breaks down, you must not repair it or carry out other works on the road, except works necessary to enable it to be removed without undue delay. You must not leave a broken-down vehicle on a road unattended except while getting help.
Parking Places and Parking on Hills 泊車處及在斜路泊車
A parking space is marked with white road markings or road studs. A nearby parking sign gives the class or type of vehicle and the allowed parking period, and some places serve different vehicles at different times. Do not park in a space designated for another type of vehicle, or on the yellow hatched markings between spaces, or over the lines marking the space. You must not park in a parking place for more than 24 hours. During a parking meter's period of operation, pay the charge shown as soon as possible after parking. The 'Time plate' shows the operating time and the maximum charging period.
Before leaving your vehicle, you must switch off the engine, engage first or reverse gear (manual) or park mode (automatic), and make sure the parking brake is on firmly. Then lock the vehicle and switch off all the lights. Before opening a door, make sure it will not hit anyone nearby, and take particular care with cyclists and motorcyclists. Remind passengers, especially children, to do the same, and arrange for them to get out on the pavement or kerb side whenever possible. Avoid parking on the road at night unless there are designated parking places, and always leave lights on in fog or mist.
On hills: uphill with a kerb, stop close to the nearside kerb, turn the steering wheel to the right and leave the vehicle in first gear or park mode (automatic). Downhill with a kerb, turn the wheel to the left and leave it in reverse gear or park mode (automatic). With no kerb, uphill or downhill, turn the wheel to the left and use first gear (uphill), reverse gear (downhill) or park mode (automatic). Always apply the parking brake firmly and leave a bigger gap.
