Insurance companies in Hong Kong are regulated at three levels. The Insurance Ordinance is the statutory base, under which the Insurance Authority authorises and supervises insurers. The Hong Kong Federation of Insurers' Code of Conduct for Insurers is industry self-regulation. The Insurance Complaints Bureau gives individual policyholders an independent, free way to resolve complaints and claims disputes.

Since 23 September 2019 the Insurance Authority (IA) has licensed and regulated insurance intermediaries directly. Anyone carrying on regulated activities in the course of business must hold the right licence and must continue to be fit and proper and meet conduct requirements. Agents act for their appointing insurers and brokers act for policy holders, so no one may act in both capacities at once.
